Marouane Fellaini menjanjikan akan memberikan permainan terbaiknya dalam turnamen Java Cup yang digelar pada 26-29 Juli 2012 mendatang. Gelandang Everton ini akan datang ke Indonesia bersama rekan-rekannya, seperti  Tim Cahill, Tim Howard, dan Phil Neville.

Turnamen ini akan diikuti oleh empat tim, yakni Timnas Indonesia, Timnas Malaysia, Everton FC, dan Galatasaray.  Tim ternama asal Turki ini bakal memboyong sejumlah pemain ternamanya, seperti Felipe Melo, Emmanuel Eboue, Fernando Muslera, dan Milan Baros.
“Everton memang baru pertama kali di sini. Saya bangga bisa bermain di sini dan sangat senang bisa bermain dengan tiga tim di turnamen ini,” ujarnya dalam jumpa pers Java Cup di Hotel Intercontinental Jakarta, Rabu (27/6) siang. Menurut pemain bertinggi 194 cm ini, turnamen Java Cup merupakan salah satu laga untuk persiapan timnya menghadapi English Premier League (EPL) musim mendatang.

Sementara, Mark Rowan, Head of Media & Communicaton Everton FC mengatakan, bermain di Indonesia merupakan kesempatan besar bagi timnya. “Kami sangat mengapresiasi turnamen ini. Apalagi klub ini merupakan salah satu anggota pendiri  Football League,” ungkapnya.
Mark Rowan juga menjelaskan bahwa timnya memiliki sejarah panjang di Liga Inggris selain sembilan kali menjuarai liga ini. “Kami merupakan salah satu klub yang pertama membangun stadion sendiri,” ungkapnya. Selain itu, tujuan kedatangan ke Indonesia juga untuk meningkatkan loyalitas terhadap pendukung tim yang berdiri pada 1878 ini.

“Kami memiliki basis pendukung loyal di berbagai penjuru dunia. Kami juga mengembangan lima akademi yang bisa menjadi penyangga kebutuhan tim senior. Kami sebelumnya sudah membagi pengalaman di Thailand, China, maupun Australia. Untuk Java Cup ini memang merupakan salah satu persiapan menjelang EPL musim mendatang,” jelasnya.

Sedangkan Sardar Topcu, dari Department of Media Galatasaray mengatakan, timnya juga akan mengembangkan kerja sama, salah satunya dengan pengembangan pemain muda,  selain ikut turnamen ini. “Ini merupakan salah satu program kami di Asia,” jelasnya.(*)

Fifth Japan-China-ROK Trilateral Summit (Summary)

The Fifth Trilateral Summit Meeting of Japan, the People’s Republic of China and the Republic of Korea (ROK) was held in Beijing on May 13. An overview of the meeting is as follows. (Among those attending the meeting on the Japanese side were Prime Minister Yoshihiko Noda, Minister of Economy, Trade and Industry Yukio Edano, Deputy Chief Cabinet Secretary Tsuyoshi Saito, Parliamentary Senior Vice-Minister for Foreign Affairs Tsuyoshi Yamaguchi and Special Advisor to the Prime Minister Akihisa Nagashima. Participants on the Chinese side included Premier of the State Council Wen Jiabao, and among those on the ROK side was President Lee Myung-bak.)

1. Adoption of Joint Declaration and Attached Documents

As outcomes of the meeting, the Joint Declaration on the Enhancement of Trilateral Comprehensive Cooperative Partnership was issued along with two attached documents – the Joint Statement of Cooperation on Sustainable Forest Management, Combating Desertification and Wildlife Conservation, and the Joint Statement on Agricultural Cooperation.

2. Trilateral Cooperation

The leaders of the three countries welcomed the presence at the meeting of Secretary-General Shin Bong-kil of the Trilateral Cooperation Secretariat and expressed expectations for contribution to be made by the Secretariat to further progress in cooperation among Japan, China and the ROK. They also welcomed the progress being made in a wide range of fields within the Japan-China-ROK framework, including the first Trilateral Agricultural Ministers’ Meeting.

(1) Trade and Investment

The leaders of the three countries welcomed the signing of the Japan-China-ROK Trilateral Investment Agreement and shared the recognition that this Investment Agreement had historical significance in that it would create the first legal framework in the field of economy among the three countries. Additionally, Prime Minister Noda stated that the Trilateral Investment Agreement would be a precursor to the FTA among Japan, China and the ROK and that with the conclusion of the Investment Agreement as an impetus, he wished to deepen collaboration with a view to achieving a high-level economic partnership. The leaders of the three countries also reached a consensus to launch the trilateral FTA negotiations within this year.

(2) Great East Japan Earthquake

Prime Minister Noda expressed gratitude anew to China and the ROK for the enormous assistance they extended to Japan following the Great East Japan Earthquake last year, adding that he wanted to promote cooperation by sharing knowledge and lessons learned from the disaster with the international community. He then expressed his hope to Premier Wen and President Lee that China and the ROK would take the latest post-disaster situation into account and review and relax restrictions on imports of Japanese goods and on travel to Japan imposed after the earthquake.

(3) Environment and Energy

Prime Minister Noda said the realization of low-carbon growth was an important element in the establishment of sustainable society and that Japan would be able to make active contributions in this regard with its excellent low-carbon technology and relevant institutional systems. He expressed his desire to utilize to use the results of the East Asia Low-Carbon Growth Partnership Dialogue hosted by Japan to work toward the realization of low-carbon growth in concert with China and the ROK and received the support of the two countries. The leaders of the three countries shared concern about the recent hike of energy prices and concurred on the need to strengthen cooperation directed to energy market stability.

(4) People-to-people and Cultural Exchange

The leaders of the three countries welcomed steady progress being made in the Collective Action for Mobility Program of University Students in Asia, known as “Campus Asia,” which is designed to reinforce exchanges among universities in Japan, China and the ROK. They shared the recognition that they would continue to cooperate so that the program would be able to contribute to promoting high-quality exchanges among universities and to nurture competent human resources in the Asian region through further expansion and progress in these efforts. Prime Minister Noda said Japan would proceed with its efforts to attain the goal of expanding the exchanges to the scale of 26 million people among the three countries by 2015. He expressed expectations to Premier Wen and President Lee that their two countries would review and relax travel restrictions. The leaders of the three countries mutually acknowledged the exchange of young people among the three countries was meaningful.

(5) Maritime Cooperation

Prime Minister Noda stated that securing maritime safety was extremely important for the three countries and the leaders of the three countries reaffirmed the importance of enhancing trilateral cooperation in search and rescue to ensure maritime safety.

3. Regional and Global Issues

(1) Northeast Asian Situation

Prime Minister Noda stated that North Korea’s missile launch on April 13 was extremely deplorable as it was not only a violation of relevant U.N. Security Council Resolutions, but also it undermined efforts by countries concerned toward resolving issues through dialogue. Also, he appreciated the prompt issuance of the U.N. Security Council Presidential Statement warning against further provocative actions by North Korea and the decision by the Security Council to enhance the effectiveness of the existing measures imposed by paragraph 8 of resolution 1718(2006). The leaders of the three countries concurred on the importance of preventing further provocations by North Korea and on the need to urge North Korea to exercise restraint through close cooperation among Japan, China and the ROK. Prime Minister Noda also expressed his gratitude for the support and cooperation of the ROK and China for the abductions issue.

(2) International Economic Situation

Prime Minister Noda expressed that the agreement at the G20 Finance Ministers’ Meeting to enhance the funding capability of the International Monetary Fund (IMF) by more than 430 billion dollars was a great achievement, owing much of it to the initiative of Japan which announced a contribution of 60 billion dollars to the IMF before any other country did. The leaders of the three countries welcomed the agreement at the earlier meeting of ASEAN+3 finance ministers and central bank governors on the strengthening of the Chiang Mai Initiative, a regional safety net, as a great achievement for the Asian and world economies.

(3) East Asia Cooperation

Prime Minister Noda proposed to develop the East Asia Summit (EAS) into a leaders-led forum to confirm common principles and fundamental rules of the region, thus connecting its outcome to tangible cooperation. Concerning the Regional Comprehensive Economic Partnership (RCEP) in East Asia, the three leaders shared the view that the three countries would cooperate in establishing a new ASEAN+ working group without delay to accelerate discussions for the start of negotiations.

(4) Disarmament and Non-Proliferation

The leaders of the three countries welcomed the concrete progress in international efforts for enhancing nuclear security made at the Seoul Nuclear Security Summit. They also shared the understanding that there is a shared necessity for steady implementation of the Action Plan adopted at the 2010 NPT Review Conference. Prime Minister Noda also stated that increased transparency of nuclear capabilities and an early entry into force of the CTBT were important.

(5) Climate Change

Prime Minister Noda welcomed the results of COP17 and, viewing the establishment of the Ad Hoc Working Group on the Durban Platform for Enhanced Action as an important outcome, he said Japan would like to proactively contribute to international discussions on building a future framework in which all countries would participate.

(6) MDGs

Prime Minister Noda expressed that in addition to the need for accelerated efforts to attain the Millennium Development Goals (MDGs) through 2015, cross-sectoral elements such as human security, equity/narrowing gaps, sustainability and growth/job creation constituted factors to be taken into account in pursuing post-MDGs. The leaders of the three countries concurred on the need for further cooperation in discussing the formulation of post-MDGs.

DPD Akan Mengajukan Judicial Review UU Tertentu

Tim Litigasi Dewan Perwakilan Daerah (DPD) merekomendasikan pengajuan uji materi (judicial review) materi ayat, pasal, dan/atau bagian undang-undang tertentu yang menjadi sumber sengketa antarlembaga negara terhadap Undang-Undang Dasar Negara Republik Indonesia Tahun 1945 (UUD 1945) untuk mencairkan kebekuan hubungan dalam pembahasan rancangan undang-undang antara DPD dan Dewan Perwakilan Rakyat (DPR). Jadwal pengajuannya sesegera mungkin.

Wakil Koordinator Tim Litigasi DPD Alirman Sori menegaskan, “Momentumnya ialah bahwa sampai hari ini tidak jelas political will DPR terhadap DPD karena sikap fraksi-fraksi DPR tidak mendukung eksistensi DPD. Agar sistem keparlemenan tertata, DPR harus memperjelas political will-nya terhadap DPD berdasarkan mekanisme dan prosedur yang pasti dan baku. Bila political will tidak kunjung jelas, maka upaya kita ialah merebut momentum. Sayangnya, kenyataan political will tersebut hanya pelaksanaan Sidang Bersama DPR-DPD.”

Senator asal Sumatera Barat ini menjelaskan, penguatan kelembagaan DPD bertahap-tahap sejak pertemuan konsultasi antara pimpinan DPR dan pimpinan DPD, perubahan substansi undang-undang, hingga uji materia undang-undang terhadap UUD 1945. “Puncak perjuangan adalah mengamandemen UUD 1945. Tahapan terakhir ini tercetus dalam periode DPD yang lalu.”

“Persoalan sebenarnya ialah ketergantungan DPD kepada DPR. DPR dapat berdiri mandiri tanpa DPD tetapi DPD tidak dapat berdiri sendiri tanpa DPR. Pertanyaannya, DPD mau menjadi apa?” Menurutnya, kalau persoalan eksistensi DPD hanya menjadi agenda bahasan dalam pertemuan konsultasi antara pimpinan DPR dan pimpinan DPD maka penyelesaiannya tidak cukup. “Posisi strategis DPR membuat DPR bisa meninggalkan DPD meskipun undang-undang mengatur hubungan keduanya.”

“Kebekuan hubungan DPR-DPD harus diterobos melalui uji materi di MK (Mahkamah Konstitusi),” ia menyatakannya, mewakili I Wayan Sudirta (senator asal Bali) selaku Koordinator Tim Litigasi DPD, saat melaporkan perkembangan pelaksanaan tugas Tim Litigasi DPD dalam Sidang Paripurna DPD di Gedung Nusantara V Kompleks Parlemen, Senayan, Jakarta, Selasa (19/6). Agendanya, penyampaian Laporan Perkembangan Pelaksanaan Tugas Alat Kelengkapan DPD. Ketua DPD Irman Gusman (senator asal Sumatera Barat) yang memimpin acara.

Menurutnya, rapat Panitia Musyawarah (Panmus) DPD tanggal 11 Juni 2012 menyepakati bahwa jadwal pengajuan permohonan sesegera mungkin tanpa mengganggu perjuangan amandemen kelima UUD 1945 yang menjadi prioritas DPD. “Karena situasi kondisi riil DPD yang sampai saat ini tidak menguntungkan dalam pembahasan rancangan undang-undang,” Alirman menyambung.

Pimpinan DPD memutuskan pembentukan tim ligitasi yang terdiri atas 20 senator. Tim dikoordinir Ketua Panitia Perancang Undang-Undang (PPUU) DPD I Wayan Sudirta serta diarahkan Ketua DPD Irman Gusman dan dua Wakil Ketua DPD, Laode Ida (senator asal Sulawesi Tenggara) dan Gusti Kanjeng Ratu Hemas (senator asal DI Yogyakarta).

Tim Litigasi DPD bertugas untuk mengkaji materi ayat, pasal, dan/atau bagian undang-undang yang menjadi sumber sengketa antarlembaga negara, termasuk Undang-Undang Nomor 27 Tahun 2009 tentang Majelis Permusyawaratan Rakyat, Dewan Perwakilan Rakyat, Dewan Perwakilan Daerah, dan Dewan Perwakilan Rakyat Daerah (UU MPR, DPR, DPD, dan DPRD) dan Undang Undang Nomor 12 Tahun 2011 tentang Pembentukan Peraturan Perundang-undangan (UU PPP), sekaligus merekomendasikan hasil kajiannya sebagai materi judicial review undang-undang terhadap UUD 1945.

Merujuk fungsi “pengajuan usul rancangan undang-undang” dalam UU MPR, DPR, DPD, dan DPRD serta UU PPP maka materi ayat, pasal, dan/atau bagian undang-undang yang melawan Pasal 22D ayat (1) UUD 1945 adalah Pasal 102 ayat (1) huruf d dan e UU MPR, DPR, DPD, dan DPRD serta Pasal 48 ayat (2) dan (4) UU PPP yang mereduksi kewenangan legislasi DPD menjadi setara kewenangan legislasi anggota, komisi, dan gabungan komisi DPR; Pasal 147 ayat (3) dan (4) UU MPR, DPR, DPD, dan DPRD yang mendistorsi RUU usul DPD menjadi RUU usul DPR; serta Pasal 43 ayat (2) dan Pasal 46 ayat (1) UU PPP yang merendahkan DPD sebagai subordinat DPR.

Sedangkan merujuk fungsi “ikut dalam pembahasan rancangan undang-undang” dalam UU MPR, DPR, DPD, dan DPRD serta UU PPP maka materi ayat, pasal, dan/atau bagian undang-undang yang melawan melawan Pasal 22 ayat (2) UUD 1945 adalah Pasal 147 ayat (7) dan Pasal 150 ayat (5) UU MPR, DPR, DPD, dan DPRD serta Pasal 68 ayat (5) UU PPP yang mengatur pelaksanaan pembahasan rancangan undang-undang tanpa melibatkan DPD; Pasal 150 ayat (3) UU MPR, DPR, DPD, dan DPRD serta Pasal 68 ayat (3) UU PPP yang mengecualikan DPD dalam pembahasan daftar inventaris masalah (DIM) yang merupakan inti “ikut dalam pembahasan rancangan undang-undang”.

Alirman mengakui kesulitan mekanisme kerja DPR-DPD, utamanya dalam pembahasan RUU tertentu yang merupakan RUU versi DPD. Misalnya, antara PPUU DPD dan Badan Legislasi (Baleg) DPR dalam pembahasan program legislasi nasional (prolegnas), RUU Pemerintahan Daerah, RUU Desa, dan RUU Pemilihan Umum Kepala Daerah (Pemilukada). “Tercatat lebih 30 RUU disampaikan DPD kepada DPR selama tujuh tahun usianya tetapi sama sekali tidak ditindaklanjuti DPR. Oleh karena itu, judicial review merupakan affirmative action.”

Substansi permohonan DPD tersebut sebenarnya meminta penjelasan MK dalam frame interpretasi Pasal 22D UUD 1945 sebagaimana uji materi Pasal 10 UU 39/2008 tentang Kementerian Negara terhadap Pasal 17 UUD 1945. “Judicial review tidak mendorong DPD dan DPR atau DPD dan partai politik berhadap-hadapan tetapi justru interpretasi MK mendorong dan menambah materi amandemen kelima UUD 1945 yang menjadi prioritas DPD,” ia menyambung. “Interpretasi MK terhadap Pasal 22D UUD 1945 nantinya menjadi dasar argumentasi DPD selanjutnya.”

Yang menjadi sumber keanehan ialah mengapa acuannya sama, yaitu Pasal 22D UUD 1945, tetapi interpretasinya berbeda dalam empat UU yang berbeda, yaitu UU 22/2003 tentang Susunan dan Kedudukan Majelis Permusyawaratan Rakyat, Dewan Perwakilan Rakyat, Dewan Perwakilan Daerah, dan Dewan Perwakilan Rakyat Daerah (UU Susduk) dan UU 27/2009 (UU MPR, DPR, DPD, dan DPRD) serta UU 10/2004 tentang Pembentukan Peraturan Perundang-undangan (UU PPP) dan UU 12/2011 tentang Pembentukan Peraturan Perundang-undangan (UU PPP).

Dalam kesempatan itu, Irman menjelaskan bahwa berbagai persoalan di daerah memerlukan dorongan DPD untuk menangani dan menyelesaikannya. Menimbang peran pentingnya sebagai lembaga perwakilan yang memiliki fungsi, tugas, dan wewenang konstitusional untuk berartikulasi dan beragregasi maka Sidang Paripurna DPD tanggal 5 April 2012 memutuskan untuk judicial review. “Tim Litigasi DPD dan para pengacara melakukan judicial review yang paralel dengan perjuangan amandemen kelima UUD 1945.”

Tim Litigasi DPD bertugas untuk mengkaji materi ayat, pasal, dan/atau bagian undang-undang yang menjadi sumber sengketa antarlembaga negara, termasuk Undang-Undang Nomor 27 Tahun 2009 tentang Majelis Permusyawaratan Rakyat, Dewan Perwakilan Rakyat, Dewan Perwakilan Daerah, dan Dewan Perwakilan Rakyat Daerah (UU MPR, DPR, DPD, dan DPRD) dan Undang Undang Nomor 12 Tahun 2011 tentang Pembentukan Peraturan Perundang-undangan (UU PPP), sekaligus merekomendasikan hasil kajiannya sebagai materi judicial review undang-undang terhadap UUD 1945.

Merujuk fungsi “pengajuan usul rancangan undang-undang” dalam UU MPR, DPR, DPD, dan DPRD serta UU PPP maka materi ayat, pasal, dan/atau bagian undang-undang yang melawan Pasal 22D ayat (1) UUD 1945 adalah Pasal 102 ayat (1) huruf d dan e UU MPR, DPR, DPD, dan DPRD serta Pasal 48 ayat (2) dan (4) UU PPP yang mereduksi kewenangan legislasi DPD menjadi setara kewenangan legislasi anggota, komisi, dan gabungan komisi DPR; Pasal 147 ayat (3) dan (4) UU MPR, DPR, DPD, dan DPRD yang mendistorsi RUU usul DPD menjadi RUU usul DPR; serta Pasal 43 ayat (2) dan Pasal 46 ayat (1) UU PPP yang merendahkan DPD sebagai subordinat DPR.

Sedangkan merujuk fungsi “ikut dalam pembahasan rancangan undang-undang” dalam UU MPR, DPR, DPD, dan DPRD serta UU PPP maka materi ayat, pasal, dan/atau bagian undang-undang yang melawan melawan Pasal 22 ayat (2) UUD 1945 adalah Pasal 147 ayat (7) dan Pasal 150 ayat (5) UU MPR, DPR, DPD, dan DPRD serta Pasal 68 ayat (5) UU PPP yang mengatur pelaksanaan pembahasan rancangan undang-undang tanpa melibatkan DPD; Pasal 150 ayat (3) UU MPR, DPR, DPD, dan DPRD serta Pasal 68 ayat (3) UU PPP yang mengecualikan DPD dalam pembahasan daftar inventaris masalah (DIM) yang merupakan inti “ikut dalam pembahasan rancangan undang-undang”.

Alirman mengakui kesulitan mekanisme kerja DPR-DPD, utamanya dalam pembahasan RUU tertentu yang merupakan RUU versi DPD. Misalnya, antara PPUU DPD dan Badan Legislasi (Baleg) DPR dalam pembahasan program legislasi nasional (prolegnas), RUU Pemerintahan Daerah, RUU Desa, dan RUU Pemilihan Umum Kepala Daerah (Pemilukada). “Tercatat lebih 30 RUU disampaikan DPD kepada DPR selama tujuh tahun usianya tetapi sama sekali tidak ditindaklanjuti DPR. Oleh karena itu, judicial review merupakan affirmative action.”

Substansi permohonan DPD tersebut sebenarnya meminta penjelasan MK dalam frame interpretasi Pasal 22D UUD 1945 sebagaimana uji materi Pasal 10 UU 39/2008 tentang Kementerian Negara terhadap Pasal 17 UUD 1945. “Judicial review tidak mendorong DPD dan DPR atau DPD dan partai politik berhadap-hadapan tetapi justru interpretasi MK mendorong dan menambah materi amandemen kelima UUD 1945 yang menjadi prioritas DPD,” ia menyambung. “Interpretasi MK terhadap Pasal 22D UUD 1945 nantinya menjadi dasar argumentasi DPD selanjutnya.”

Yang menjadi sumber keanehan ialah mengapa acuannya sama, yaitu Pasal 22D UUD 1945, tetapi interpretasinya berbeda dalam empat UU yang berbeda, yaitu UU 22/2003 tentang Susunan dan Kedudukan Majelis Permusyawaratan Rakyat, Dewan Perwakilan Rakyat, Dewan Perwakilan Daerah, dan Dewan Perwakilan Rakyat Daerah (UU Susduk) dan UU 27/2009 (UU MPR, DPR, DPD, dan DPRD) serta UU 10/2004 tentang Pembentukan Peraturan Perundang-undangan (UU PPP) dan UU 12/2011 tentang Pembentukan Peraturan Perundang-undangan (UU PPP).

Dalam kesempatan itu, Irman menjelaskan bahwa berbagai persoalan di daerah memerlukan dorongan DPD untuk menangani dan menyelesaikannya. Menimbang peran pentingnya sebagai lembaga perwakilan yang memiliki fungsi, tugas, dan wewenang konstitusional untuk berartikulasi dan beragregasi maka Sidang Paripurna DPD tanggal 5 April 2012 memutuskan untuk judicial review. “Tim Litigasi DPD dan para pengacara melakukan judicial review yang paralel dengan perjuangan amandemen kelima UUD 1945.”

An Invitation from Dr. Dino Patti Djalal, Ambassador of The Republic of Indonesia to the United States

Dear fellow Indonesian diasporas,

I am pleased to announce that the first Congress of Indonesian Diaspora will be held in Los Angeles, from 6th to 8th of July 2012. We consider this Congress to be a historic gathering, as it would be the first time the Indonesian diasporas worldwide will meet in a single forum to renew and enhance their connections with one another and with Indonesia.

The Indonesian diasporas form a distinct and dynamic community spread all around the world. They can be found in Australia, Brazil, Canada, China, Egypt, France, Germany, Great Britain, India, Japan, Jordan, Madagascar, Malaysia, The Netherlands, New Caledonia, The Philippines, Qatar, Russia, Saudi Arabia, Singapore, South Africa, South Korea, Suriname, Thailand, Timor Leste, Turkey, The United Arab Emirates, The United States, Vietnam, and many others.

The Indonesian diasporas consist of Indonesian passport holders, and also foreign nationals of Indonesian origin. It also includes : spouses and children of Indonesians living abroad; "Friends of Indonesia"; as well as foreign citizens with close cultural connections with Indonesia. As such, the Indonesian diasporas is a reasonably sizeable, diverse community. Hence, the theme of the Congress: “The Power of Harmony in Diversity. Unleashed Worldwide".

The main purpose of the Congress is to connect these various dots of Indonesian diaspora communities worldwide. We believe that by making these connections, empowerment and opportunities will flourish, creating win-win benefits for all. After all, the Indonesian diasporas are rich with ideas, resources, skills, and networks. I personally estimate that the size of the Indonesian diasporas is at least twice the population of Singapore, with per capita income at least five times the per capita income of Indonesia.

The Congress of Indonesian Diasporas will be held at the Los Angeles Convention Center. It will a meeting place not just among the Indonesian diasporas, but also between the Indonesian diasporas and Indonesia’s government officials, politicians, cultural icons, corporate players and opinion leaders. We expect the following speakers to attend : Minister of Tourism and Creative Economy, Dr. Mari Elka Pangestu; Minister for National Education, Prof. Dr. Ir. KH. Mohammad Nuh, DEA; Chairman of the National Economic Committee, Chaerul Tanjung; Managing Director of the World Bank Dr. Sri Mulyani; Chairman, President and CEO of Marvell Technology Group, Dr. Sehat Sutardja; Chairman of Indorama Corporation, Sri Prakash Lohia; celebrated Physicist, Prof. Dr. Yohanes Surya; producers of Indonesian hit action film The Raid; actor Nicholas Saputra, actress Cinta Laura, and many others. The Congress will also discuss issues that are important to the diasporas, among others : “Entrepreneurship and Making Career Choices”, “Education and Innovation”, “Doing Business in Indonesia, and in the US”, “Creative and Knowledge Economy: Ideas from Diaspora”, Youth Forum, “Pluralisms, Democracy and Good Governance in Indonesia”, “Indonesianists Forum”, “Citizenship and Immigration Issues”, “Promoting Indonesian Soft Power”, “Connecting with Local Politics and Governments”, “Indonesian Migrant Workers Forum”, "Permias USA forum", etc. We will also have a Job Fair to connect Indonesian and international companies with the diaspora talents.

We expect participation from a broad range of spectrum of the diaspora communities : entrepreneurs, students, religious leaders, politicians, artists, government officials, bankers, NGOs, workers, journalists, doctors, lawyers, etc.

The 3-day event will consist of a combination of extensive parallel discussions during the day, and live entertainments in the evenings, and will be closed on Sunday afternoon with a Declaration of Indonesian diasporas and other practical plans yet to be determined.

Japan-Belgium Foreign Ministers' Meeting

June 12, 2012

On Tuesday, June 12, Mr. Koichiro Gemba, Minister for Foreign Affairs, held a foreign ministers' meeting with H.E. Mr. Didier Reynders, Federal Deputy Prime Minister and Minister of Foreign Affairs, Foreign Trade and European Affairs of the Kingdom of Belgium, who was visiting Japan, from 7 PM for approximately 35 minutes. An overview of the meeting is as follows:

1. Beginning
   Foreign Minister Gemba welcomed the visit to Japan by Minister Reynders and by Their Royal Highnesses Prince Philippe and Princess Mathilde of the Kingdom of Belgium, and their economic mission, and stated that on this occasion, he would like to further strengthen bilateral relations. Foreign Minister Gemba also stated that, as many Japanese enterprises had advanced into Belgium and set up their headquarters for operation in Europe, Belgium has become an important economic base for Japan in Europe. While expressing his gratitude for Belgium's efforts in preparation of an investment environment, Foreign Minister Gemba requested further efforts for improvement.
   In response, Minister Reynders stated that although the current mission mainly comprises people of the business circle, there are also people in the fields of education and research; that he expected that Japan-Belgium relations would be further enhanced on the occasion of the current visit; that he was impressed by the Japanese people who have achieved restoration after the Great East Japan Earthquake occurred last year; and that Belgium would be able to cooperate with Japan in the field of decontamination of the soil.
   
2. Japan-EU Economic Partnership Agreement (EPA)
   Minister Reynders, stated that he expected progress in terms of the Japanese side's non-tariff measures and the participation of European enterprises in government procurement, that he supported the Japan-EU EPA and that he had stated his support on occasions such as the Council of European Union. In response, Foreign Minister Gemba requested cooperation from the Belgium side for the launch of negotiation for the Japan-EU EPA, and stated that he would like to solve the problems of non-tariff measures and government procurement during the negotiation.
   
3. European debt crisis
   Foreign Minister Gemba expressed his concerns with the influence of the European debt crisis over Japan before the re-run election in Greece, and stated that Japan had cooperated for a solution for the crisis by purchasing European Financial Stability Facility (EFSF) bonds and by contributing to the International Monetary Fund (IMF). In response, Minister Reynders expressed his gratitude for Japan's purchase of the EFSF bonds and contribution to the IMF, and stated that European countries need financial reconstruction and strengthening of their competitiveness, that Greece's departure from the Euro might lead to a catastrophe, and that for the stability of the European economy, further deepening of the union of European nations, including financial policies, is required.
   
4. Afghanistan
   Foreign Minister Gemba stated that toward the Tokyo Conference in July, it would be important for the international community to appropriately provide funding to the development programs for which priorities have been set, while keeping an eye on the efforts toward improvement of governance by Afghanistan. Then, Minister Reynders stated that although military roles by Belgium would be completed, the Government of Belgium would continue financial support for the restoration of Afghanistan even after the year 2014.
   
5. Syria
   Both ministers shared concerns over the situations in Syria, and shared views that it is truce that must be realized through the involvement of the international community and that for that purpose, Syria's Friends Conference in France will be important.

Jakarta.   BMW Group Indonesia  today announced the launch of the new BMW 3 Series at Parkir Timur Senayan. The sixth generation of the world’s best-selling premium car has set new benchmarks in terms of sporting prowess, elegance and comfort.

“The BMW 3 Series has been a key factor in establishing the worldwide reputation of the BMW brand. All variants of the new BMW 3 Series are now equipped with a built-in BMW Navigation System Professional.  The BMW Navigation System Professional is integrated in the iDrive system and Indonesian maps and directions are now available on the high-resolution display monitor either in 3D or split screen mode.  The sensors will monitor the wheels and the steering angle and can localise the vehicles at all time, even when GPS signal is weak. The GPS receiver is mounted on the roof and the data processing as well as re-routing of direction are faster than  after-market navigation systems.

BMW 328i and 320i sets new benchmark for driving dynamics and efficiency with new four-cylinder 2.0-litre petrol engines with TwinPower Turbo technology.

With the launch of the new sports sedan, a brand-new four-cylinder engine will make its debut in the BMW 3 Series. In keeping with the dynamic overall theme of the new BMW sports sedan, this new-generation turbocharged engine offers plenty of power and performance, responsive acceleration, powerful torque, a high rpm ceiling and low weight. The new four-cylinder units, which provide noticeably livelier power for maximum driving enjoyment, also come with lower fuel consumption and emissions than their predecessors.

The state-of-the-art, lively 2.0-litre power plant marks a return to the popular sports sedan’s roots – it was with lightweight, high-performance four-cylinder units in a similar vein that the BMW 3 Series made its debut back in 1975, with the first six-cylinder units for this series making their appearance at the 1977 Frankfurt Motor Show.

A six-cylinder continues to top the engine line-up in the new BMW 3 Series. The significant upgrade in power and efficiency is chiefly due to the use of BMW TwinPower Turbo technology, featuring innovative technologies such as High Precision Direct Petrol Injection, twin-scroll turbocharging, Double-Vanos variable camshaft timing and VALVETRONIC variable valve timing.

On the new-generation four-cylinder engines, this world-exclusive technology package from BMW again provides a very efficient way to extract more power from the engine, rather than taking the route of a much larger displacement and, in the process, adding to the weight and therefore to fuel consumption. This explains why the more dynamic performance and driving enjoyment does not come at the expense of higher fuel consumption and emissions.

Powered by BMW TwinPower Turbo technology, the new four-cylinder engine has enabled the new BMW 320i with an all-round improvement against its predecessor. It now develops a maximum of 184 hp at 5,000 rpm (+18%) and peak torque of 270 Nm at just 1,250 – 4,500 rpm (+35%). With the 8-speed automatic transmission, it can further sprint from 0 to 100km/h in just 7.6 seconds, which is 2.2 seconds faster than before. The new BMW 320i is also highly efficient and friendly to the environment with a fuel consumption rating of 16,7 km per litre (+8%) and CO2 emissions of 139 gr per km (-7%), thanks to Efficient Dynamics.

The BMW 320i comes standard with the 8-speed automatic transmission, Auto Start/Stop function, Driving Experience Control with ECO PRO mode, Servotronic, Xenon headlights and 8.8” high-resolution color display with BMW Navigation system Professional with USB and Bluetooth connection.

The new BMW TwinPower Turbo four-cylinder petrol engine’s displacement of 1,997 cc in the new BMW 328i delivers maximum power of 245 hp at 5,000 rpm while, thanks to twin-scroll turbocharging, the maximum torque of 350 Nm is developed at just 1,250 rpm and remains constant up to 4,800 rpm. These statistics translate to sheer dynamic performance: it accelerates from 0 to 100 km/h in just 6.1 seconds, on its way to an electronically governed top speed of 250 km/h. The engine responds instantly when the driver demands more throttle, and the vigorous and almostlinear power delivery from only slightly above idle, which continues all the way into the higher rpm range, is duly impressive.

The average fuel consumption of the BMW 328i is rated at just 15,9 km per litre, with CO2 emissions at 147 grams per km.

The BMW 328i comes standard with the 8-speed automatic transmission, Auto Start/Stop function, Driving Experience Control with ECO PRO mode, electric glass roof and harman/kardon Surround Sound System including 16 loudspeakers delivering 600 W output and 8.8” high-resolution color display with BMW Navigation system Professional.  Eight speed sport automatic transmission and Comfort Access System with contactless boot lid opening are standard for BMW 328i with Sport Line.

BMW 335i: optimised six-cylinder petrol engine with beefy power delivery, strong torque and superb refinement.

Fans of large six-cylinder engines have a treat in store too. The optimised six-in-line unit in the new BMW 335i will impress performance-minded drivers with its effortless power, exceptionally fast-revving temperament and outstanding refinement. The 3.0-litre core engine has been setting standards from the start, as the pioneer of a new generation of engines in which BMW TwinPower Turbo technology with High Precision Direct Petrol Injection and VALVETRONIC variable valve timing made its debut.

Thanks to intensive fine-tuning of the core engine, BMW’s engineers have now further reduced the fuel consumption and emissions of the predecessor unit, while at the same time maintaining its high performance. With a maximum power rating of 306 hp at 5,800 rpm - 6,000rpm, the 3.0-litre six-cylinder unit reflects the sporty personality of the BMW 3 Series and helps this sedan deliver ebullient performance. Peak torque of 400 Nm is on stream between 1,200 and 5,000 rpm.

As a result, the new BMW 335i can show off its prowess with a 0 to 100 km/h sprint time of just 5.5 seconds, while the top speed remains the same at an electronically governed 250 km/h.

All this extra performance comes with exceptional fuel economy and low emission figures, so drivers can enjoy it with complete peace of mind. Fitted with the new 8-speed Sport automatic transmission, the BMW 335i is even more frugal, with combined fuel consumption of just 13,9 km per liter  and CO2 emissions of 169 gr per km. The improvement in emissions works out at an impressive 16 percent.

The BMW 335i – available in Luxury Line - comes standard with the 8-speed Sport automatic transmission, Auto Start/Stop function, Driving Experience Control with ECO PRO mode, Comfort Access System with contactless boot lid opening, BMW Navigation system Professional, harman/kardon Surround Sound System, sport steering wheel with gearshift paddles, and Adaptive Suspension.

The new BMW 335i is now available at all BMW authorized dealers at the price of Rp. 849.000.000,- off the road.  The BMW 328i and 320i will be available starting October 2012.  Customers are advised to place their orders through the authorized dealers.  The indicative price of the new BMW 328i Sport Line and Luxury Line is Rp. 729.000.000,- off the road, while BMW 320i Luxury Line and Sport Line are Rp. 649.000.000,- and Rp. 599.000.000,- off the road consecutively.

 Local Control of Forests Brings Economic, Environmental and Social Gains

Governments and businesses must give local people more control over forests to maximise social, economic and environmental benefits, says a new book by the International Institute for Environment and Development (IIED) and the G3 — a global network whose members manage a quarter of the world’s forests.

The book, to be launched at IIED’s Fair ideas conference in Rio de Janeiro on 17 June, makes the business case for investing in forest communities by showing that when local people control their forests they are more likely to conserve and use them sustainably.

Millions of hectares are already owned by, or designated for use by, local communities and families.

Södra — a cooperative of 52,000 family forest owners in Sweden — has annual revenues of 18 billion Krona (US$2.7 billion). The cooperative, which was formed in 1938, produces pulp, sawn timber, furniture and biofuels and sells them largely to an international market.

In Nepal, community-owned forest makes up around a fifth of all forested land, with 17,685 local community groups managing more than 1.6 million hectares. The Amrithdhara community forest is managed by 814 households who together earn 3,000,000 Nepalese Rupees (US$36,179) every year — money which is re-invested in forest management or used to support local community development projects.

“Community forestry turned Nepal’s forests from barren wastelands into the green and productive areas that they are today”, said Ghan Shyam Pandey, coordinator of the Global Alliance of Community Forestry.

In 2009, the Global Alliance of Community Forestry joined forces with the International Alliance of Indigenous and Tribal Peoples of the Tropical Forest and the International Family Forestry Alliance to create the G3 – or Three Rights Holders’ Group, a global network of family, community and Indigenous foresters.

“Together, the G3 provides a platform and a united voice for local forest-dependent people across the world who all-too-often are not included in national policy-making or international decisions” said Peter deMarsh, a family forest owner in New Brunswick, Canada, and chair of the International Family Forestry Alliance.

Despite the proven track record of locally controlled forestry and constant reports of social conflict between local communities and big companies over forests across the world, money continues to flow into the bigger international corporations rather than into support for locally-controlled forestry.

The new book urges governments and investors to approach business from a different angle in order to reap a wider range of benefits and on a long-term basis.

“Instead of being led by resources, investment models for locally controlled forestry must be led by rights, based on right-holders managing forest resources and seeking capital and partnerships“, says Duncan Macqueen, Forest Team leader at IIED. “We cannot afford to ignore practical and fair solutions such as locally controlled forestry when the stakes are so high and the benefits so clear”

Japan-Kosovo Summit Meeting

On Friday, June 8, from 11:30 am for approximately 20 minutes, Mr. Yoshihiko Noda, Prime Minister of Japan, held a meeting with H.E. Mr. Hashim Thaci, Prime Minister of the Republic of Kosovo, who was visiting Japan. An overview of the meeting is as follows:

1. Prime Minister Noda welcomed the first visit of the Republic of Kosovo's Prime Minister to Japan, and expressed thanks for the support Japan received from Kosovo at the time of the Great East Japan Earthquake. Additionally, Prime Minister Noda stated that Japan would consider extending support in areas such as personnel training.
   
2. Prime Minister Thaci expressed his condolences to the victims of the Great East Japan Earthquake and his gratitude for support from Japan, and also expressed his gratitude for Japan’s early recognition of Kosovo as a state following Kosovo’s independence.
   
3. Prime Minister Thaci also stated that Kosovo aims at joining the North Atlantic Treaty Organization (NATO) and the European Union (EU), and is trying to build friendly relations with its neighboring countries. Prime Minister Thaci then stated that there are stable investment conditions in Kosovo, and that he looks forward to investments from Japan.
   
4. Prime Minister Noda stated that Japan supported the reforms carried out by the Government of Kosovo, and said that the Government of Japan would like to continue its engagement for the stabilization and development of the West Balkan region. Prime Minister Noda also stated that he hoped the visit to Japan by Prime Minister Thaci would serve as a catalyst for investment from Japan.

What would be more suitable for celebrating the 50 th birthday of Goethe-Institut in Indonesia than launching a newly edited version of Johann Wolfgang von Goethe’s “West-Eastern Divan”? 

On this special occasion, Goethe-Institut Jakarta and the German Embassy host an evening of poetry and music, featuring traditional Gamelan with an innovative twist and declamations of J. W. von  Goethe’s poems that were already back in 1826 a comprehension of the very dialogue of cultures we engage in today. 

Together the editors of the bilingual anthology, famous poet Agus Sarjono and Indonesia expert and translator Berthold Damshäuser, will recite selected poems in Indonesian and German. Accompanying the reading, the renowned Gamelan orchestra Kyai Fatahillah from Bandung presents not only a repertoire of traditional pieces, but two entirely new compositions by German composer Prof. Dieter Mack.
With “Telah Berpilin Timur dan Barat”, new edition of Satu dan Segalanya”, the long out of stock Indonesian translation of Goethe’s “West-Eastern Divan”, the thoughts of the German national poet on the relation between eastern and western culture, his admiration of Islam are finally made accessible to the Indonesian public again.
